DIREKTION promotes disaster resilience through innovation, uniting practitioners, researchers, and policymakers to create practical solutions for effective disaster response and recovery

OBJECTIVES

Enhancing Disaster Resilience through Innovation & Collaboration

Our approach is based on 5 cornerstones

THE FIVE CORNERSTONES

Ensure sustainability
The sustainability of the implementation of DIREKTION procedures and mechanisms  to strengthen security research and innovation

Support the market uptake
The capacity to support the market uptake thanks to the identification of opportunities and the mitigation or removal of the constraints/ barriers

Program EU-funded security research

The capacity to organize and carry out the programming of EU-funded security research and capacity building funds through a periodic and timely evidence-based policy feedback

Support technology development
The capacity to support technology development based on the enhanced cooperation between research institutions, smaller private research agencies, security practitioners, SMEs and community practitioners

Manage the Network of networks

A balanced consortium with capacity of managing the network of networks

The 5 DIREKTION cornerstones

We expect to deliver a variety of outcomes

OUR EXPECTED OUTCOMES

  • Framework and tools to identify capability needs and gaps

  • Framework and tools to assess EU project outcomes and to screen (sate-of-the-art) technology solutions

  • Framework and tools to screen and map innovative solutions answering the needs from practitioners from civil protection, rescue and fire services.

  • Procedure to identify needs and capability gaps from practitioners from fire & rescue and civil protection services

  • Procedure to screen and map innovative solutions answering the needs from practitioners from civil protection, rescue and fire services.

  • Procedure for the review and assessment of project outcomes

  • Method to recommend priorities for research based on gap analysis, screening and solutions, and overcoming the barriers for market uptake of innovative solutions

  • A sustainable platform expanding on the CMINE network and supporting the CERIS DRS community with the procedures/methods/tools and the mechanisms to strengthen practitioners in positioning themselves in the innovation ecosystem related to disaster resilience, in liaison with CTIF and FEU.

Our methodology is based on the implementation of the framework with 3 circles

At the heart of our approach is a structured methodology designed to address and prioritize capability gaps in disaster risk management. We begin by establishing a Methodological Framework that defines the tools and processes for identifying these gaps, screening relevant technologies, and assessing the results of our projects.

In the 1st Circle, we work closely with practitioners to identify and prioritize the most urgent capability gaps. This is followed by the 2nd Circle, where we conduct an in-depth analysis of these gaps, screening potential solutions and examining the drivers and barriers to their implementation.

Looking ahead to the future, the 3rd Circle focuses on anticipating capability needs beyond 2035, identifying key technological trends that will shape the next generation of disaster response. Finally, our Sustainability phase ensures that the framework remains adaptable and transferable, with ongoing updates and a handover to responder associations for continued use and refinement.

THE CONSORTIUM

End-users & practitioners

6 DRS practitioner organizations will steer and advise the project to guarantee that it will lead to useful and practicable results reinforcing the sharing of knowledge, the increase of relevant innovation for practitioners in DRS and support the market uptake.

7 research organizations with a strong R&I experience in EU funded projects but also in their national context. All of them are familiar with the DRS and SSRI topics using their leadership in key EU projects. They will develop the analytical framework and tools that will be implemented during the project.

3 cluster and networking organizations will support the interactions with the industry, bringing their network and experience.
