DIREKTION publishes its Vision Paper to accelerate innovation uptake across Europe

The DIREKTION consortium is pleased to announce the publication of its Vision Paper, presenting a long-term vision for strengthening the uptake of innovation in disaster risk management across Europe.


Europe faces increasingly frequent and complex disasters while continuing to invest significantly in research and innovation. However, many promising technologies, tools and methodologies struggle to move beyond research projects and become operational capabilities for emergency responders and civil protection authorities.



The Vision Paper proposes a capability-driven approach that places operational needs at the centre of innovation. Rather than creating another stand-alone initiative, it advocates for a European Disaster Resilience Knowledge Network connecting existing initiatives, communities and stakeholders to improve the identification of capability gaps, the visibility and assessment of innovative solutions, knowledge capitalisation, interoperability and long-term sustainability.


The Vision 2035 outlined in the paper envisions a future where:

  • innovation is driven by responder capability needs;

  • innovative solutions are more rapidly identified, assessed and adopted;

  • responders, researchers and innovators collaborate through structured dialogue;

  • research results are systematically capitalised;

  • adoption and procurement pathways are clearer;

  • innovation strengthens responder safety and societal resilience;

  • sustainable funding supports long-term innovation uptake; and

  • training and capability development fully integrate innovation.


The Vision Paper is open for endorsement by organisations and individuals wishing to support this shared ambition.
