New JRC report reinforces the importance of a capability-driven approach to disaster resilience

The Joint Research Centre (JRC) has published its latest strategic foresight study, "Strengthening European Union's Future Disaster Resilience", providing a forward-looking vision for strengthening Europe's disaster resilience towards 2040.

The report identifies 12 priority operational capabilities and 12 emerging technologies that should guide future European research, innovation and policy investments. Developed through literature reviews, horizon scanning and consultations with more than 120 experts, the study adopts a capability-driven approach, ensuring that innovation responds to real operational needs.

This approach closely aligns with the mission of the DIREKTION network, which places responder capability gaps at the centre of innovation uptake. Through initiatives such as the Assessment & Screening Framework (DASF), the DIREKTION Awards and its European Knowledge Network, DIREKTION helps connect operational needs with innovative solutions and supports their transition towards operational deployment.

The publication provides valuable guidance for policymakers, researchers, innovators and practitioners working to strengthen Europe's preparedness and resilience in an increasingly complex risk landscape.
